Is MAVNI program closed for Chinese?

I found out that MAVNI program is closed for Chinese. Is MAVNI program closed in general or is it only closed for Chinese? I wanted to start my application process and It is such a bad news.

MAVNI is not closed to anybody just yet. Language Test (OPI) for Chinese Mandarin/Cantonese is on hold due to a backlog.
